Elshan Rahman
Managing Partner
Elshan Rahman is a distinguished legal professional with over 15 years of experience and currently serves as the Managing Partner at Aracon Legal and Tax Consulting. He specializes in a wide range of areas, including tax, corporate law, M&A, employment, migration, customs, dispute resolution, and banking & finance. His expertise also covers arbitration, litigation, mediation, regulatory compliance, and contract negotiation across industries such as oil & gas, FMCG, and pharmaceuticals.
Throughout his career, Elshan has held key leadership positions, including Managing Partner at RJ Legal and Consulting LLC. He also served as Head of Regulatory and Compliance at the Alat Free Economic Zone Authority, where he played a central role in drafting regulations and supporting investor relations. His experience at Blackgarden Investment & Corporate Advisory and PwC Azerbaijan further highlights his strong background in legal and tax advisory, as well as dispute resolution.
Elshan holds Bachelor’s and Master’s degrees in International Law from Baku State University and has pursued advanced studies in International Commercial Arbitration at Stockholm University. He is a member of the Azerbaijani Bar Association.
Fluent in Azerbaijani, Russian, and English, with a good command of Turkish, Elshan effectively advises clients across multiple jurisdictions. He is known for his strong focus on ethics, risk management, and delivering practical, high-quality legal solutions. His leadership, attention to detail, and ability to navigate complex challenges continue to create significant value for clients.

Javid Jahandarov
Javid Jahandarov is a Partner at Aracon Legal and Tax Consulting, with extensive experience in corporate, commercial, and regulatory law.
He advises local and international clients on a wide range of legal matters, including corporate structuring, commercial transactions, contract negotiations, and dispute resolution. His practice covers corporate law, regulatory compliance, government relations, and complex legal disputes across various industries. Prior to Aracon, Javid held senior legal and leadership roles within major companies, where he managed high-stakes transactions and regulatory projects.
He is a member of the Azerbaijani Bar Association and represents clients in commercial, civil, and employment disputes. Javid holds an LL.M. from the University of Kent and an LL.B. from Baku State University.
Huseyn Aliyev

Huseyn Aliyev serves as a Partner at Aracon Legal and Tax Consulting LLC. Within the firm, he leads our Employment, Migration, and Government Relations practices.
With over 15 years of professional experience, Huseyn has worked across a range of industries including construction, FMCG, consulting, advertising, and the public sector.
Prior to joining our firm, he held senior positions at Prime Light LLC, the Alat Free Economic Zone Authority, EKVITA, and other organizations. His core areas of expertise include corporate governance, contracts, labor law, migration, and legal compliance.
Huseyn holds a law degree from Baku State University.
His diverse experience across sectors enables him to deliver practical, risk-aware, and business-oriented legal solutions tailored to our clients’ needs.
